Static home page help! where are my options in WordPress? pic included please help!

hello, i recently started working on this site and i am having issues with the static home page. basically when i go to "Settings > Reading" i get the blog post count options, but not the "front page displays" options. links to see both below... please help.

i realize that this may be something to do with the WordPress side, but im checking all options. not really sure what to do. any help is greatly appreciated.

If you don't have any pages added yet, then this option wont show up. That is only reason I know it wont appear. Read more http://apollo13.eu/docs/photon/#!/adding_frontpage

Maybe you are not admin, or some plugin removed this option?

well that was it. i had all my pages saved as drafts, but nothing published. this was because when i originally created the site i published a page and it was live. then i realized i needed an under construction plugin to block it while its being worked on. still though i didnt publish any thinking it wasnt necessary until it was ready. i now see that i can still publish them while they remain "under construction".
