Visual Composer license key

Hi,

I am trying to set up a test / dev site but can't get the Visual Composer to load on the pages, i guss it's a license key issues.

Can I set it up with out buy a new key?

    no we are move to a new sever so what to have the site ready to go, will close the other one down.

    So if the new website is run by WordPress 4.5 or 4.5.1 - then You have to update the Chillout theme to its latest version 1.4.5.

    im move the site to a new sever but the Visual Composer will not work on it

    You didn't provide any useful info, so I asked about url to check what are the versions of new website.
    Now I know the versions, and I was able to give You 100% sure solution for issuees You are facing.

    You don't need a license key.
    WordPress 4.5.1 requires latest version on Visual Composer.
    Latest Chillout contains latest Visual Composer - that's why it's compatible with WordPress 4.5.1
    And Chillout in version that You're using WILL cause a problems when You try to install it on WordPress 4.5.1

    please - update chillout theme.

    You have WPBakery Visual Composer ver 4.5.1
    You need 4.11.2.1
    You need to do this manually due to WPBakery Visual Composer bug

    All You have to do is update it manually, via FTP.
    Just take a package 'js_composer.zip' from ..\wp-content\themes\chillout\inc\plugins\
    unzip it
    and overwrite it to ..\wp-content\plugins\ via FTP
