1. WPML - it is build in support for WPML plugin, so it will work good with Rife theme. If you are looking for plugin itself, it can be bought on http://wpml.org/
If you were looking for it to be bundled in theme, then it is not possible - as far as I know their license don't allow for it, even if we would pay them few $10,000 which we don't have ;-)
2. Animated GIFs - You can use Animated GIFs and Videos as your featured images. It will work fine on blog posts, albums or your portfolio items(works).
So it means that if you have GIF you would like to use, you can do it.
