Page Scrolling Slow

I have been reworking my client's website with the PhotoProof theme and she noticed that the page scrolling is very slow. Is there a setting that I can change to adjust the scroll speed?

    I think I figured it out. The issue was with a plugin that was not supposed to be active.

    Anyway, the theme does not control scroll speed at all :-)
