You would have to switch to the classic horizontal or vertical menu.
You try something like "menu swapper", which could show your "subemnu" menu only after opening "Solutions". However, this way, the user will know about other menu positions only after loading the new page, and he will lose access to the full menu so it won't be the best usability.

Unfortunately the "Menu Overlay" doesn't support submenus as described in the documentation https://rifetheme.com/apollo13-framework/docs/customizing-the-theme/header/menu-overlay/
