I'd like to turn of the search button in the header bar. I could of course use custom CSS and set #search-button's display to none but was wondering whether the theme has a better option.

AFAIK this image is only used on page with all shop categories, that is displayed using shortcode https://docs.woocommerce.com/document/woocommerce-shortcodes/#section-13

If you really wish to use exactly same sections and links on all pages, you could also try adding custom links in your menu with links that looks like #service nothing more. Should work fine(probably)

For now you should play around with applying position:fixed; to #secondary element and tune it up to your needs (on this page you have categories within the sidebar, so entire sidebar should be 'float
