just got blame - wnated to know the exact appropriate image dimensions for the logo, and header and other images. I would like to work within the perameters without resizing. Bc each time i upload an image it starts doing this weird thing of repeating the image or skewing it etc etc.
(also with parralax any documentation on image requirements to make that work the top image and bottom image are the same?)

There are no image dimensions for that areas :-) If you upload it(image) via panel you shouldn't have any problems. Can you please show with live link what is going on?
Of course for logo you shouldn't upload 600x400px image ;-)

Also for header image you have options to set how it should be stretched and repeated :-)

I'm having some trouble with your theme. I make changes and nothing seems to work. Which is odd. And vague I know. I change colours and they don't show up. I'm currently trying to change the navigation bar font to not be so transparent on the black background but can't seem to find it. Or if I am finding it it's not changing.
I try changing the navigation bar colour or background and nothing changes. Try it to make it white, nothing, I set it to black and can't set it back to any other colour. Which is again weird.
I can't determine which part of the Blame LAYOUT part is for what section. Included is a file of the bar below the navigation that just seems to be there for no reason and I'd like to get ride of it or have it be a photo but I can't seem to find which part of the layout it is to either a) disable it b) change the background to a photo with the right dimensions.
I'm using the page builder bc out of frustration it seemed to be the only thing working.

ideally, I'd like to fix the navigation bar to colours and backgrounds I want with the logo I want.
and the bar below that that just says HOME - with the title below it to be gone. OR to just be a photo or background I design .

And my parralax question was what are the image requirements to make the parallax thing work. you have to have two of the same image uploaded or does one of those images need to be altered in a way to make layering them on top of each other work?
Thanks for link ! Thanks to that I could confirm that your page is generating file that should reflect changes in theme.
1. Remember to hit ctrl + f5 when you want to see changes on your page - it will clear cache in your browser so you wouldn't see old CSS styling your page.

3. Many thing are explained in documentation http://apollo13.eu/docs/blame/ . Our theme got almost 300 options to change and I understand that it can be overwhelming for some people, but I am here to help you get through :-)
4. To deactivate title bar, what you already figured out, go to options of page that you edit and in Title bar look option set to "turn it off". http://apollo13.eu/docs/blame/#!/adding_new_pages
You can also edit this bar globally in Layout-> Title bar http://apollo13.eu/docs/blame/#!/customize_title_bar
or locally in each page option.
5. Parallax effect - for this you use only one image. It should be pretty big if it is nice background image. If it is pattern, then size doesn't matter cause you will repeat this images, right? :-)

What should be image size? There is no easy answer cause it depends on what you will insert there and how big is your row. It also depend if your row is full width or only in layout boundaries. It is best to experiment.
But to give you some answers to get stared(example):
full width row: we use 2200px x 1460px
width in layout boundaries: 1160px x 700px
