One Page Error and Parse Error

I would like to have have the site be a truly one page site, however, when clicking certain pages, it either doesn't scroll to that page after clicking, or it takes me to a stand alone page (blog page for example). Any suggestions on how to fix that?

3.) When trying to access the Chill Out Options, I am getting an error and unable to click any of the option choices. The error is:
Parse error: syntax error, unexpected 'error_reporting' (T_STRING) in /home1/jcrew716/public_html/crewsbrandmarketing.com/wp-content/themes/chillout/redux_framework/ReduxCore/templates/panel/footer.tpl.php on line 58.

As for php error - are You sure everything gone ok with theme installation?
Which PHP version You have on your hosting?
