How to change font color

This seems like something that should be super simple to do and probably is, but I can't seem to figure it out, and as far as I found it wasn't covered in the documentation. I noticed that on the Valencia 2 demo, the dark grey font that is used on the some of the services, about me and contact pages are hard to read on a mobile device (see attached images). How can I change the font color to a light grey or white to make it easier to read?

Unfortunately my "Text Block Settings does not have that second row of edit options. Please see attached. How do I get those settings?
