Cannot access/change header picture.

This is from design 16. I can by no means find the access to the header picture in order to change it.

    Of course, the first thing you need to do is to edit this page.
    Next you must edit this ROW by clicking on the pencil icon. Scroll down and click on the plus next to the actual image. Screenshot: http://nimb.ws/pQBFit
