On mobile, with the Scroller, sometimes it will load with 20% cell width even if the "Cell width on mobile" setting is set to any other value.
In some cases, loading the site will show the proper mobile cell width, and sometimes it doesn't. Tried this on a Samsung S8 and iPhone X.
The "Effect on not active elements" settings do not seem to apply to mobile, is this expected?

This setting "Will switch on devices with width less then 600px." So if your phone has wider width it will use "normal" setting.
In description of effect field you can find: So yes, this is expected for sanity of your users ;-)

Thank you for your reply I attached screenshots of loading the provided demo link, and then screenshot after refreshing. iPhone X is 2436-by-1125px and Samsung S8 is 2960x1440px.
