About display on smartphone

I have two questions.
1, the moving text of the headline does not work on smartphones.
Is it possible to make it work on smartphones?

2, Although it is an image of the background, is it possible to display it so that the whole can be seen? (Like display on PC)

I think, that if you will set it as the background image, instead of parallax image, then it should work as you wish.
