Typography CSS

I'm trying to change the font sizing for basic font styles. I was able to modify font sizing of all Typography (h1, h2...h6, block quotes), but can't seem to get the basic styles to work. I'm modifying the CSS in 'Base' folder. Basic Styles here sets the font to 14px/21px. When I try to change to a smaller font value it doesn't change on my website. I have successfully altered all font on my site via CSS, with the exception of this last basic font. Any help would be greatly appreciated.
